The U.K. has a lot of reviews. Or “judicial reviews” and quite a number of public inquiries.
They seldom produce a result. It’s window dressing and governments like them because they’re seen to be cooperative and listening - but they almost never implement the findings.
A perfect example is the new runway at Heathrow, it’s been in review for 60 years and the reviews have cost taxpayers more than the cost at the time, to build the runway.
I suspect we would have similar consequences with your idea.
