I hear you. But for me anytime you put someone or something between the voter and the issue you run the risk of duplicitous actions.
As it is, even the direct vote can be bought. I town Major in Italy has paid 2000 people €50.00 each for them to vote for him and his wife. He just got caught.
There is no foolproof system. Brexit voting proves your point as well. People voted and were not informed. But they will NOT make the same mistake twice.
In time, people will realise that voting without being informed affects them personally. They will learn. And like an airplane - the hard work is getting off the ground. Once it is levelled out, its not that hard to remain informed of the facts.
